Personally, I thin Spademan is sort of on to something. The thing is, it's accurate to say that the actual swarm launcher would be somewhat broken if it went into an equipment slot- suddenly cloaky scouts are able to kill everything on the field. Not exactly too far off from where we are now, but too close to broken for my liking.
That said, a single-shot, reduced damage swarm launcher is, IMO, a great idea for a new equipment item.

If it's "propelled AV as equipment", then quite frankly I'd point out REs.

Well, it would help if proxies weren't completely terrible. As far as the AV nade/hive combo... I'm certain I don't have to explain why nanos are a critical part of any non-Forge AV fit, and why AV nades are a short-ranged weapon.
Also, the only thing I can say about your proposed "AV Rocket" idea is that it would be hideously overpowered. That kind of damage should only be attainable by an RE... because you do have to actually run up right next to a tank to blow it up.
But again, I'll be posting something up shortly, and then I'll link it in this thread.

Whether or not it's junk depends on the intended purpose of the weapon, from a game design perspective.

I'd argue that AV nades are powerful enough this is already the case. Moreover, this just goes back to my above reply to Middas- it depends on the intended purpose of the weapon.
As an example, say the swarm launcher fired only one shot per clip, and only fired 3 missiles instead of four, and kept the current damage model. It wouldn't be a very deadly or dangerous weapon- really it's the sort of thing that a vehicle pilot would perk up a little and think, "hmm, this is annoying, do I want to try and kill this guy anyways and risk being caught by his buddies if they are similarly equipped, or do I want to find something easier/more interesting to shoot at".
It's something of a risk-reward thing; such a weapon would be relatively low-risk, and so it should consequently be low-reward.
